IOM with support from the European Union (EU), under the “Joint Initiative for Migrant Protection and Reintegration”, has developed targeted interventions in 13 countries (Burkina Faso, Cameroon, Chad, Côte d’Ivoire, Ghana, Guinea, Guinea Bissau, Libya, Mali, Mauritania, Niger, Nigeria, Senegal and The Gambia) to protect the security, dignity and rights of migrants along this important and dangerous migration route and to help in improving the reintegration of returnees through an innovative approach. This will be achieved through different types of interventions including protection and assistance to vulnerable and stranded migrants, assistance for voluntary return, and support for sustainable reintegration in the communities of origin, the dissemination of accurate information on migration to migrants, potential migrants and communities, and the collection of data on migration flows.

Under the overall supervision of the Senior Regional Coordination Officer and under the direct supervision of the Regional Programme Coordination Officer, the successful candidate will oversee the monitoring and evaluation aspects of the Joint Initiative at the regional level.

In particular, s/he will work as a technical lead in providing monitoring and evaluation (M&E) guidance, leadership, supervision and recommendations to country offices to ensure that the M&E systems meet the needs of programs and senior leadership and in line with the specific donors’ requirements. S/he will be expected to lead M&E system implementation including monitoring, AAP initiatives, support assessments, M&E budgeting and recruitment. S/he will

mentor and/or strengthen the capacities of existing country program staff and partners in M&E.

Core Functions / Responsibilities:

A. M&E framework

  1. Develop the overall framework for Project Monitoring and Evaluation including the preparation of monthly, quarterly or annual programmes/projects reports, process and operations monitoring, real-time monitoring, mid-term and final evaluations and lessons-learned workshops, while ensuring that monitoring and evaluation arrangements comply with donor agreements.
  2. Lead the design, set-up, testing and implementation of a M&E Management Information

System (MIS) in coordination with the IM unit and in consultation with the programme team.

  1. Ensure a correct budgeting for Monitoring and Evaluation activities at the regional and national level also for project development purposes, in coordination with Programme Coordination Officer.
  2. Develop, test and update standardized M&E tools with the overall guidance and support of the Programme Coordination Officer, the IM and RO M&E Units. Ensure their application within the region, through training and close follow up with the IOM Missions and M&E focal points. Provide guidance and training on tools’ implementation and effective use, in coordination with HQ (OIG and MPA M&E Officer) and the Regional M&E Officer and the EUTF coordination team.
  3. Lead on the harmonization of tools and systems developed in coordination with HQ as well as by other regional programmes (DFID Central Mediterranean Response), so as to ensure its further use and optimization.

B. Reporting and Management

  1. Provide regional progress on indicators on a quarterly basis to the third-party monitor contracted by the EU and be responsible for all coordination and info-sharing at the regional level, in coordination with country offices and RO Brussels.
  2. Ensure proper information flow with country offices and sharing of the outputs/outcomes of IM and M&E findings with relevant stakeholders; facilitate discussions of monitoring data in appropriate forums in a timely fashion, also in terms of lessons learning and implications for future action. If necessary, create such discussion forums to fill any gaps.
  3. Review IM and monitoring reports, and identify the causes of potential bottlenecks in project implementation and necessary corrective actions.
  4. Coordinate with the Regional programme coordination officer, the Regional IM and Regional M&E Officers and Public Information Unit (PI) with regards to dissemination of lessons learnt and to utilization of the outputs of M&E regional reports and findings in PI materials.
  5. Participate in monitoring and evaluation missions commissioned/organized by external partners and donors and facilitate access to M&E data to relevant stakeholders.
  6. Hire, manage and supervise M&E staff according to budget availability and relevance, in coordination with the programme coordination officer.

C. Support to Country Offices

  1. Support Country Offices in hiring M&E staff. Ensure an effective induction of the new hired staff.
  2. Review M&E strategy and plans regularly, both at the national and regional level, and ensure their pertinence to programme goals and objectives of the Joint Initiative.
  3. Provide technical advice to country offices for sub-contracting external organizations/firms and consultants to implement monitoring, surveys and studies. Review draft Terms of Reference, Proposals, Methodological reports and tools, Inception and Research reports as needed.
  4. Undertake visits to the field in coordination with project managers to support implementation of M&E and to identify where adaptations/corrections might be needed.
  5. Manage the Joint Initiative M&E Community of Practice and led on the creation of ad-hoc

Technical Review Groups, in coordination with programme management and HQ.

  1. Design and organize regular training sessions and on the job training to project staff in the region in order to:

a. Promote adherence to agreed standards of implementation;

b. Create greater awareness of reporting requirements;

c. Encourage widespread use of appropriate data collection methods; and d. Gather feedback regarding the effectiveness of these methods.

D. Evaluations

  1. Lead on organizing internal and external evaluations of the Joint Initiative, in coordination with the Joint Initiative Monitoring & Evaluation, Reporting and Learning Officer based in HQ. Prepare and Review draft Terms of Reference, selection process of evaluation firms or individuals. Ensure a correct revision and follow up on Proposals, Methodological reports and tools, Inception and Final Evaluation reports, as needed.
  2. Facilitate the coordination between monitoring and evaluation exercises (including EU-ROM, PPR, internal/external evaluations…), so that learning is ensured and efficiently incorporated in program cycle.
  3. Perform such other duties as may be assigned.

Required Qualifications and Experience:


• Master’s degree in Political or Social Sciences, International Relations, Migration Studies or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

• Other training or degrees in the field of monitoring and evaluation preferred.


• Strong technical competence and experience in project development, quantitative and qualitative M&E methods and data collection and analysis, data analysis, reporting and understanding of contemporary trends and innovations in the field of monitoring, evaluation, accountability and learning (MEAL);

• Proven experience in: the logical framework approach, RBM and other strategic planning approaches; implementation of M&E systems and plans; training in M&E development and implementation; information analysis and report writing;

• Strong analytical skills and demonstrated managerial and organizational ability are required;

• Proven experience in data management, analysis and reporting in a humanitarian or

development context.

• Expert knowledge of MS office and advanced statistical skills including knowledge of database management, statistical and project management software is a strong advantage;

• Demonstrated ability to meet deadlines and to write clearly and accurately

• Experience with international humanitarian organizations, non-governmental or governmental institutions/organizations in a multi-cultural setting;

• Relevant exposure to migration issues in the region is an asset, in particular on topics related to protection, return, reintegration and awareness raising.


IOM’s official languages are English, French and Spanish.

For this position, fluency in English and French is required (oral and written). Working knowledge of Spanish is an advantage.
